It's so aggravating that I'd like 10 min in a room with them. Like someone previously mentioned though, to make a complaint one has to take the call,and get their name and address. Try that and they will hang up on you, or give you a fake name, and their caller ID is already fake.
I've found the app Hiya. It's free, works a lot like nomorobo, and it WORKS! Prior to this app I've used the block this caller feature to block maybe 200 numbers. Other numbers that don't give a name with caller ID, and that may be legit, I've assigned the name 'robo call.' Now, if i get a strange call, I don't answer it at all and only return the call if they leave a voice mail message.

Junk calls are just people making phone sales calls trying to sell you something - anything. I sometimes answer but say "hello" only once and then don't say another word. If there is the slightest pause, I just disconnect. They never call you back because those sales companies use a robot to make the call and they have no idea what number the robot called. I figure if it's someone that isn't making a robot call, they always respond quickly to my word "hello" and I am usually interested in taking that call.

There are attorneys in my area claiming they can get you $1,000 per call if you are on the federal do not call list. Probably just another scam.

I get these too. I would NEVER call back a number I don’t recognize.
On my iPhone, when I get a robocall, I answer “Hello” once. If I hear nothing I hang up. Then I go to “Recent calls,” press the letter i in the circle, scroll down to “block this contact.” I’ll keep doing this until I block out every 917 area code # available except ones I know.
So far I’ve won dozens of free trips and found out there’s no problem with my credit accounts. 😂
If I get a live caller I do the same. I just block out the number.
I think I’m down to about 1 or 2 robocalls a month.
When I'm in a mood and I get one of those calls, particularly the ones "about your computer", I put on my best, breathy voice and tell the 'nice' gentleman I'm so glad he called. They hang up pretty quick and I get a little entertainment as well. I used to ask them "which computer?, we have five." I've also asked them to tell me who I am - they hang up to that as well. At best I've wasted some of their time (and if they're on a quota system negatively impacted their income), at worst, I've entertained myself.
Being introverted old fart I only answer calls from my doctors and kids. I do know I live in Fl. and if it isn't from here I don't make the effort of answering.

We have exactly the same problem here in the U.K. I think the calls come from abroad and may be forwarded by some unsuspecting person with a little box in their room taking a few quid to top up the pension.
Otherwise, they've found a way around the caller display information.
They are unsolicited machine made calls and you get (un)lucky and actually talk to someone in which case they'll try to sell you something. Transfer call to answer machine and it'll ring off. If you recognise the recording voice pick and talk.
Being retired I always like to get to the person and just keep them busy for about 30 minutes and then say: This is a recording thank you for your call!

If there is a voice on the other end of an unknown number and they query you with is this so and so never say the word....yes. In the past perhaps still going on. The yes answer is an affirmation that you will be charged for whatever and stand charged. There have been problems in the past.
A friend of mine answers sometimes and keeps the caller on as long a possible- asking questions about product etc. he enjoys wasting their time

The very gadget, I’ve got one in the uk, works perfectly, no mains or batteries, just insert between the incoming line and the “master” phone, in the uk 🇬🇧 they are £40.00, 200 preprogrammed numbers and the ability to install another 1000 numbers, would not be without it
