As to your question: the major difference is that there are some new features in 2018.
One that I will really enjoy, is that a photo of someone with closed eyes can be changed to a photo with eyes open,with just a mouse click!

Yes, of course. I tend not to think about that, because my camera was supported in the previous version, and is in 2018.
But for anyone to find what version of ACR is needed to support your camera, and what version of PSE it is compatible with, have a look here:
This one for the latest available version of ACR for your program (as well as the one it ships with, and the latest compatible version of ACR)

There is no PSE 16. What numerically would have been PSE 16 (following the previous PSE 15) was renamed PSE 2018 early during development.

I believe they are the same. If in doubt, go to Adobe website. There may be an education link there.
