Black and White plug in. Picture books.
I use Lightroom cc classic to process. Any suggestions on a good black and white software to use as a plug in? Also any suggestions on a company that makes good picture album books.??

NIK Silver Efex pro 2. The NIK package is currently free but has been bought up and we all suspect it will turn into a purchased product. In any case, silver is excellence.
No help on albums
short cut: saturation and hue all the way to the left.
Why not just desaturate and burn and dodge in LR? I do this same thing, but in PS. I find it very important to do a white balance prior to converting.

Try GIMP, it has plug-ins for everything.
Topaz and ON1 software...both wonderful products.

I use Tonality by MacPhun/Skylum and sometimes Nik for BW. Both very good. I also use ON1 for BW at times. LR does a great job of turning photos into BW. LR also has a book module and I have created many, many books on that module. I make very large coffee-table type books with a better grade of paper so they are costly (around $100 per book) but books that cost less can also be made, it's your choice. The nice thing about learning the Book Module in LR is that you always have all of your photos right there when you work, there is no need to export the photos to use them. The program converts the information automatically when you send to Blurb for printing so you can use any file format for the layout. Here are samples of some of my books so you can see the possibilities:

Topaz B&W-2 is excellent and give a wide range of conversions... i.e. B&W is not just either/or Black 0 0 0 and White 254 254 254.
Picture Books? I would use my excellent Ashampoo Slide Show and use page turning transition with background music to suit the mood.

Is the B&W option in the Develop module of LR insufficient for your purposes? It gives sliders to adjust the gray tone of 8 different colors, and you still have the other develop tools (except Vibrance and Saturation.)
A friend has made many books in Blurb. Extra pages are less expensive, he says. I use Shutterfly and like it.
