I was a balloon pilot for many years, and my take was that they were doing some promotional event { giving up and down rides}, and the tether broke or was pulled out of the handler's hands. That's the tether line we're looking at wrapped around the pole. One tether is NEVER enough in any situation......and that's a relatively small balloon !

Thanks for looking in JC! The walkway cover extends out from the front doors and away from the building. That's why I doubt its a vent! I really don't know what it is. It's always nice to see a new visitor!
