Any responsible person can understand your feelings. However, throwing trash at someone can be considered assault, or you may not get away. Getting the shit beat out of you is not so satisfying. It would be better to say something like “l’m not the asshole who litters here, but you are.”
Which could still earn you a beat-down...

Trashing public land is my favorite pet peeve. I can't cure it but I have found a way to lessen my frustration. If I see anyone casually throw trash on the ground I immediately pick it up, put a smile on my face and get the culprits attention by politely saying, "excuse me, I think you dropped something". I wait two beats which is just enough time for them to say, "oh, thank you" and put their hand out. I toss the garbage in their face or if they happen to be in a car I throw it in their lap and run like hell!
I've had some close calls but the satisfaction is worth the risk.

My Hero..(sounds like something I would do if I caught the culprit red-handed)

In California, because of our mild climate and generous services we're being overrun with homeless people. Our treasured American River Parkway, a real jewel of a public space, is becoming, has become, a filthy dangerous landfill. The "campers" leave their filth and human waste scattered around the campsites, then move on to a new place when the sheriff rousts them. The whole thing is becoming a public health nuisance. No one has an answer to the problem but to throw more money at it. I certainly don't.

You could not have said it better. Northern and Southern California are affected by the increase of the homeless. The more you take care of them, the more they keep increasing. Some of the Wildfires are caused by them too.

And all it takes is a little consideration and common sense and the problem woul'd be hugely reduced....

Once something is "free" a certain percentage of the population will not only take advantage, but they also don't care. Low income homeowners will break their back to keep up their modest homes, the best they can. Low income people in "subsidized" or even "free" housing (read: projects, Section 8) will not maintain them or even trash them. Even though they are at the same socioeconomic level. I guess it's a flaw in human nature.
You should walk the outer perimiter of some of the truckstops i have to frequent if you want to see trash. And thats will the place having numerous trash cans stationed all around.

Unfortunately, it isn’t just around Newark. We are living in a time of total disregard for the courtesy and respect of others. Drive anywhere and see how many drivers have a “Me first and the hell with you!” attitude. The values of the greatest generation have gone the way of the dinosaur. The privileged brats we raised are now running and ruining this country. Very sad.
Unfortunately, a majority of the blame should go to the parent that raised kids to be that way. A total disregard for their environment and surroundings. And on a different subject, exactly when did it become acceptable to wear a hat indoors? Especially backwards. Again, blame it on the parents as I see grown men my age sitting in restaurants eating with a hat on. Next thing you know they will be wearing them in church.

Death wish? Seriously this is a great way to get stuck, shot or at the least punched. You have no idea whom you could be messing with. Throwing it in their face could be considered simple assault and they would be in their rights to swing at you.
Another example from the endless series of what funny people we are. I cycle three mornings a week along some of the most beautiful and rural roads this old Brit has ever seen. Never, however, without seeing more rubbish, as in garbage, than one could imagine presumably thrown from car windows.
What a strange lot we are!

Side effect of becoming a sanctuary state. Probably going to see a lot more problems than just garbage.
I agree that people trash God's gardens without any remorse. While it is not on a trail, I saw someone at a Wendy's toss straw paper while sitting about 2 feet from a trash can. Don't insult pigs by calling people who are slobs, pigs.
My solution is to make littering a felony. Mandatory jail sentence when caught. You can spend the time on weekends IF you have a job. You wouldn't have to worry about penalizing the poor with large fines. Bread and water while their in there and mandatory lime green jello!

Prefer the thought of 'road-crewing' them to pick up trash. Let the punishment fit the crime.
Don't just blame the fishermen, Jerry. Lots of different people and groups use the great outdoors and a whole lot of them mess it up.
