definately a raptor...maybe some sort of falcon but I am not familiar with the birds of YORK
I would guess a Falcon of some kind because of the leg tethers.

possibly a female Montagu's Harrier?
I second Steve's answer.
A Montague Harrier (female?).
It looked a bit like an Australian Swamp Harrier in my Australian Bird Guide book which gave me the idea of looking up English Harrier images on the internet.
Looks like a Harris Hawk to me often used in falconry, hence the jesses.

not a UK bird: now i've looked beyond my 'British Birds' bible, i see they are very popular with Brit falconers... i'd best have a look through my Falconry pics to see if i've already seen one

Definitely Harris's Hawk.(Parbuteo unicinctus) White rump, white band accross end of black tail, chestnut trowsers. Native to South wetsern USA, Mexico, Northern South America.
