I am trying use iPhoto to make an album and am having a tough time of it.

My system is a Mac. I am trying my best to use iPhoto to make an album, and I am having a tough time of it.
This as far as I can get: I have been able to make a box to name the contents of the album. The program has allowed me to make a title strip. However when it comes to adding photos as part of the design, when I select a photo from my page of photos and try to place it on to the book cover it just bounces back.
I have no idea who at Apple could help me to resolve this problem. So, I am hoping that one of you lads or lassies could give me some advice as to how to proceed.
Fall has finally arrived. We had a wonderfully dry summer, and now the rains have begun. We are happy, the aquifers can once again be filled.

Mmmm...I just tried it on my mac.......File...new album.......it comes up as untitled on the left side...rename it...then go back to events or photos...highlight the ones you want to move to the album...drag them in
To add photos to an album, do one of the following:
Drag them to the album's icon in the Source list.
Select the photos, click the Add To button, choose Albums from the pop-up menu, and then click the album you want to add them to.

Creating "albums" in iPhoto or aoole's "Photos" is so straight forward I don't think the OP is referring to creating an album..... I believe he is trying to make a photo book because he refers to dragging photos into his DESIGN and also refers to the BOOK COVER. I have never created a book in the Apple program... always used a third party website like Shutterfly.
Making a book is straightforward but I haven't done it in 5 or 6 years. But I wonder if there might be an issue using iPhoto which Apple discontinued in favor of Photos.
Choose photos from an album or event.
At the bottom right choose book.
Choose a theme by clicking arrows.Then click create.
On the left under projects you will find your book at the bottom.
You can add photos or remove them from the book here.
Click on the book to open it up and a layout in thumbnails will appear.
Select photos at bottom right and all the photos in the book should be there.
Then double click on a thumbnail page to enlarge it.
You can now drag photos to your selected page from the collection on the right.

Do you have a copy of Pages on your Mac? You can build a photo album quite easily using images from Iphoto; if you drag the image from Iphoto to the desktop, open Pages , select where you want your photo to appear, select choose, and there you go ! A very simple and easy to use program from Apple.
I've done it. Alphonso49uk spelled it out. I have even published a book of my granddaughter's wedding images directly from iPhotos.
