Someone sold me a NEX3 yesterday. It seems like a quality camera, especially for $50.

But the view screen has a mottled look...almost as if the plastic protector was never removed.
But if so I am not able to peel it off. ( Looking direrctly at the lighted screen it doesn't look this bad. )

Any ideas?

Maybe heat it a little with a hair dryer. If the plastic protector's not there then not sure. Try some lens cleaning fluid, or have the screen replaced.

Have the same problem with Sony RX 100 2 and alpha 77, tried cleaning with Zeiss lens cleaner which did not work.

I searched and find that this is a common problem with the NEX 3 and 5.

It can be removed and replaced with a glass cellphone type protector.

For $50, you got a deal! That sold for ten times that price when new. If you can live with the screen, let it be. The problem could be delamination or moisture.
