What do you think? ... Is Canon cheap for excluding lens hoods in their lens boxes?

You see the lack of hood in the non L line. Two lenses I've owned previously where I've purchased hoods: Model ET‑67B for the EF-S 60 f/2.8 macro runs $26 this morning and model ET‑65III runs $23 for the EF 85 f/1.8. Both lenses cost about $300 new.

70-200mm f/4L comes with lens hood and bag.
