I was trying to airbrush the splashing water on this fountain, with the camera. shutter speed .8" iso 100 f22 . almost there...

it looks like mid-day; wait until late afternoon (golden hour) with some cross lighting and photograph from different angles and different distances, I think you will find that sweet spot for capturing the water splash.
