I would say "yes." I saw this "parked" across the street from a police station. I have no knowledge about the precipitating event.

This looks like a huge rock fell from the sky through the windshield. Ouch! I don't see any signs,though, of human damage, i.e., blood. Is this a prop?

My guess is that there is a criminal case (like DUI or even manslaughter) and therefore the car is evidence. That might explain why the car has been across the street from the police station.
