Use a Raynox lens. This clamps over your lens, and is very sharp, unlike most attachable lenses, b/c it has corrective elements. Professionals use it for close-up photography. Comes in different magnifying powers, and they can be combined. You will need to know the diameter of your lens filter to know the size of the clamp to get with it. Sold on Amazon, but probably from other places too.

Jimmy has a great suggestion. 500d will give what you want. I suggest you buy the larger diameter so it will fit on each of your lens.

Macro lenses and add on magnifying lenses have a very shallow depth of field. Usually anything more than the thickness of a coin in front of or behind the focal point is out of focus. Does not sound like a good application for what you want. A macro lens would be more suited to a pic of a stamp or a bug than recording accident details. You would be better off using flash with your camera lens at a high f stop (eg f9 or above to get an adequate DOF) and cropping the pic. Google "DOF calculator" and you can see how deep (or narrow) the depth of field is for different camera, lenses and f-stop (aperture) combinations.

A 2x front end lens should give him adequate magnification without overly collapsing the depth of field.
For less than 10 bucks it's worth it for him to do a test.
