I have been getting those kinds of calls for at least a year now.
If we didn't need the home phone for our internet connection, we'd be rid of it. We've even had calls about the accident our car was involved in...helloo, no accidents. Sometimes I ask them why don't they get a real job and stop trying to steal people's money. I must have p***ed one Indian guy off as he said he wanted to "Marry with me." Though I think it's best to just hang up and don't engage. If they start on my mobile phone I'll go berko - I consider it my only private link left.
I've cut down the number of these call substantially. Our "land line" phone is Comcast's VoIP service. NoMoRobo (sp?) was used to reduce, but not eliminate, these annoying calls. If the caller ID on the phone comes up and says "Incoming call" with no information all we get is a single ring, and then they're gone. Needless to say, we never answer on the first ring. Probably aren't fast enough, anyway. The rest of the garbage calls are ones where the number has been spoofed. The particularly annoying ones are:
1. Your Windows computer is infected and is sending out e-mails. So, which computer is it? Your Windows computer. Which one? What the caller doesn't know is that at any time there are likely 4 computers running Windows 10 and another running Windows XP on the network at home. I let them prattle on for a few moments, ask them where they are calling from and get a BS answer. I then read them the riot act about being scammers. It wastes some of their time.
2. A pre-recorded message about having stayed at one of their resorts recently and therefore being eligible for a great package deal. Which resort? When? Oh, it's a recording and can't hear me. I don't wait for a live person to some on line with these. It isn't worth wasting my time.
Did I mention that I hate telemarketer schemes?
There is a way to deal with malware locking up your files. 3 of our computers are continually backed up using Carbonite. I'm sure there are other remote backup services out there. The one time my laptop got locked up I shut it down, called Carbonite and had them set up a restore session. Got all my files back with no damage and no extra cost. I suspect other on-line backup services would work as well.
I have local drives for backup, as well, but if the house burned down, they'd go too. Having off-site backup prevents that problem.
I don't get these garbage calls on my cell phone. I think the do-not-call registry actually works for that.

As I said not all the time just when I have nothing better to do at the time like when TV is on and feel like some fun.
They can put you on a call list that keeps calling you with no one on their side of the call. They have the technology to get even.
Let's take what you do a little further. Any mail that has a pre-paid self address envelope, I fill with all my junk mail and send it back. They have to pay for the postage. I've also taped these envelope to wrapped bricks and mailed them back. I tried to send a tire once, the Post office wouldn't take it. What a shame.

Jerry, they could trace that back and find who is doing it but they won't. Seems the government goes after most things they should keep their noses out of and refuses to go after the things they should. The only way to change it is for us as citizens to demand they do what they should and leave the rest alone.
