The still free, but Google-unsupported NIK Silver Efex Pro is my go to for B&W, so long as it still works. As you may know, it's abandonware, but it does a helluva good job.

It does seem like a new B&W conversion technique or App comes out every week. I've tried many but not all. Of the ones I've used, Nik's Silver Efex is really the 'Gold Standard'. I typically don't love the pre-set film-look results. But, I do like the tools on Silver Efex to use on modifying whichever pre-set I use as a starting point. The tools seeing most use are its "texture" tool, the ability to select and modify a certain area without doing global adjustments, the ability to apply certain B&W filters (yellow, red, etc.) with varying intensities, and the tool showing on your image which areas are in different "Zones". I think you can download a free trial version if u want to try it.

There are many opinions on this - most solutions on line and in magazines seem quite complicated to me !
I use Elements - I do know a little bit about what I am doing (50 years worth) - I have no complaints about what I can do in Elements !
Try Tonality a great program for converting color files to B&W. You have many choices in the degree of change including Sepia.

The only problem with that is that It limits you to jpeg output. If you shoot raw, it's better to do your conversion in post. You will have much more control.
Tonality gives you the option of saving as most formats including Tiff and Photoshop. Instead of going to "Save", go to Export.

Nik Silver downloadable for my FAVORITE price (free) fro Google.
I just use Photoshop Elements to remove the color than check histogram to increase contrast and tweak.
