In 1986-87 in response to the Canadian Ambassador's complaint that too few visas were being allotted to Canadians, the US State Department issued 30,000 visas specifically for Canadians. Some 300,000 Canadians applied. I was one of the fortunate ones. I moved to the U.S in 1991, became a citizen in 2001. Originally I was happy just to be able to work on both sides of the border; in the last 26 years I've come to appreciate the American experience to a much greater degree. BTW, I had to undergo a very thorough health exam and a financial means test.
Not long after my arrival, (early 90s) the State Department held an "in-country" visa lottery, open to "illegals" and to legal visitors residing here, similar to one held back in 1977. Some good, productive and passionately patriotic people have taken advantage of these programs over the years.
