...well, don't know about the color picker problem but the brush is just tiny...increase the size using the carat marks (second row down on your keyboard all the way right less the backslash key) press the right one to increase brush size and the left to decrease...your brush size will change relative to your image magnification produced within the program, so you, say, zoom in and set the brush size at, say, a quarter-inch, then zoom back out and the brush is much bigger...but it's still relative to the image you're working on. I hope this makes sense I've been duffing away at PS for 15 years and still get messed up... ;0)

Check what color space you are using in preferences, should be rgb or better.

Have you tried Edit > Preferences > Cursors - Normal Brush Tip?

With regard to the colour picker circle, this is toggled by checking/unchecking "Show Sampling Ring" at the top of the screen when the Colour Picker is selected.

The ring is something to do with Open GL on your graphics card.

Edit > Preferences > Performance and ensure "Use Graphics Processor" is checked. That being so, click the Advanced settings button twice and check the first 3 checkboxes.
