since copper expands and contracts, corrodes easily, and is very heavy why did they choose copper plate

A1909 penny is stamped from solid copper it's not plate?

Budget constraints, could not afford a nickle or 10 times that, a dime.

My feeling is why not send up a 1909 S VDB? Because it cost more than a 1909!
