I currently shoot with the Nikon D7100 (Would love to upgrade to the D7200 but am working on some glass upgrades.)
My current glass is:
1. Tamron 18-270
2. Tamron SP 24-70
I am looking to upgrade to the new Nikon 70-200. This will take time.
I love scenery, flowers, and clouds / colors. Did I mention clouds. I have hundreds of cloud photos and really need to rein the in.

Welcome. From what you shoot, an upgrade to a d7200 will not give you much, the main advantage of the 7200 over the 7100 is the larger buffer, and if you are not shooting action such as sports and birds in flight, the d7100 should do as well for you as the d7200.
As for a new lens, with the same shooting preferences you mention, a macro lens, such as the 105mm Nikon micro lens, may be a better choice than the 70-200mm. You already have a 17-270 lens that will cover the same focal length as the 70-200. Just my opinion, but something to consider. The macro lenses will allow closer focusing distances for your flowers and stills, plus they make great portrait and landscape lenses as well.
