Can anyone tell me what drone to get for high end video and photo for under $3000.00
Look at DJI. They make three drones under that price point that are good for photography. The Mavik, or something like that and the Phantom 4 pro are both under $2,000. The third one is almost exactly $3,000 and has more capabilities. All three have 12mb cameras with pretty good quality.
Keep in mind that you need to register the drone with the government and can't fly it within 5 miles of an airport or helicopter pad with permission from the FAA, which can take as long as 180 days to get. Also you need to pass the 107 test to use the drone for any commercial purposes. In other words there are lots of headaches.
I have the Phantom 4pro and it's a very nice drone although the other two DJI drones get rated a little higher either for their photo capability or ease of use. The Phantom 4 can go 45 miles an hour and stay up for 28 minutes on a battery charge. I guess the other two are even better.

M4/3 sensor and interchangeable lens capability, $2899
Dual controller capability, 360 degree camera rotational control, its all about SERIOUS drone photography/videography.
This is the one I have been looking at just a bit cheaper at b& h photo

Actually, the new DJI Phantom 4 Pro has a new, better camera with a 20mp Sony sensor and retails for $1500, but with that particular model you have to provide your own smart phone or tablet. The camera has been getting great reviews.

The FAA requires that if you intend to use the photographs or videos for commercial purposes you obtain a Part 107 Remote Pilot Certificate. This requires you take a test on airspace, weather, and rules and regulations. They charge $150 to take the test.

My son-in-law has been pursuing this for the last year. While I haven't paid much attention to the process, I can tell you from conversations with him that the Federal government is actively setting the guidelines for drone use. Rest assured, there are rules. Strict rules. The government doesn't perceive them as toys. I do know that he had to get some sort of certification.
The Great Smokie Mountain National Park is federal property. Use Google to get answers such as this.
