NIK software is free and some of it is better than Topaz.

Generally, both NIK and Topaz are good for altering reality a little, often better than standard "straight" photo software.
I use DeNoise all the time and love it. Does a good job of preserving details while getting rid of noise.
I also use ReMask to extract objects from photos and turn them into transparent masks. It can do a "quick and dirty" mask very quickly. If you're willing to put in a bit more time, the results can be astounding. With your permission I will post an example of a ReMask result.

Topaz - like Adobe have been going for a long time. If they were not good...they wouldn't be plug ins for most other programmes.
You try/buy for each 'effect' usually.
How good they are is up to you.
Try some of the landscape ones... if that is your thing!

Topaz Adjust covers all bases!
