Both are nice images. The b&w rendition needs some work to make it better and raising contrast is one of them. Straighten the image helps and finally, darkening somewhat the sky using burning-in techniques enhances that part of the beautiful shot.
The image due to compression has lost some sharpness which can be easily restored.
Just my two cents.

Gorgeous picture of a classic building. It brings back many fond memories. I was a page in the Montana State Legislature in 1965. Most of the session was held in the winter. One could get some beautiful interior pictures, too.

I think the capital dome against the blue sky sets then apart, favoring the color version.

I can feel the cold viewing the B & W. very good picture. Have to question the wisdom of anyone going out in such cold weather, however your sacrifice is our joy. Thanks !

Being that the sky is not that interesting I like the B&W better. Its a beautiful building I bet you can take 100 pics just by taking parts of the building. there are a lot of Photo ops with this subject

Although I enjoy bw in this case I prefer the color version.
