Well, "better" is one of those words. As a photo, I much prefer the one without flash. Looks much more natural, and if you want, you can pull up the shadows in Lightroom or Photoshop. However, it's really up to you, and what you were looking for.

I like the one with the flash. There is more detail and definition in the dogs fir. The shine on the floor in the photo without the flash is distracting.

Definitely the one with flash, fills in all shadows and smooths all the colors.

I prefer the one without flash. I usually cut the flash light by at least one stop for subjects like this one to make it look more natural. In this particular case the light is too harsh.
