I have lived here for 40+ years, photographed all over the state during my travels around it and never once experienced any problem using my tripod. In heavily congested areas I courteously switch to one of my monopods.
If you like the tripod laws you will love our sales tax. I would not attempt to use
a tripod in a crowded area for fear of damage.

Do you have to pay sales tax when you shop on Amazon? We do in NY, but NJ shoppers have not had that "convenience," but Amazon will be collecting for them, too.
It boggles my mind to think that I have to pay sales tax to NY for a sale that took place in another state. Years ago, we were on vacation in NH, and a large branch fell on our car, totaling it. We bought a new car in NH and had to pay NY sales tax when we registered it here.

Who told you that you cannot use a tripod? I've been all over The city/state & have never been approached by anyone and told I can't use a tripod. If they did, I'd just tell them to bug off unless it was a Harris County Cop for fear of being beaten & tossed into the bayou beside my "throw down" handgun. :))
For proof of the matter I've enclosed a picture from the summit of Texas taken with a TRIPOD. They'll get my tripod when they pry my cold dead hands off of it! LOL rpm

I've never encountered a problem using a tripod in my part of Texas, except that when at the Alamo, they will not let 'professionals' take pictures of the Alamo from ON the sidewalk, they request they move back off it. I'm not a professional so was allowed to stay and take my picture with my camera on the tripod. That was a few years back though so perhaps things might have changed??.

Yeah, I guess pearls don't grow that large.
Lived in Texas since 1968. I'm a Texan by choice. Been an avid photographer for 30+ years, and never ran into issues. If anything Texas is a lot less overrun with goofy laws than some other states. Relax, it's a great state.
