I use Photo Stage. It allows soft dissolve edits with music. It's an easy to use program.
Thank you, all, for your suggestions. I'd still like to find ways to use music legally (burkphoto...thanks for these suggestions!). But this should get me started.

I would highly recommend the Pro Show Producer, or Pro Show Gold. I have used the Producer for several years. Very good software.

I use Microsoft Windows Movie Maker. It's free and full featured. You can do a video slideshow of photos, video clips, or a combination of clips and photos. Very good and very cheap, as in $0.
I recently produced a birthday slide show for my brother featuring a collection of old and new family pix. Used Lightroom CC. Got the ability to set slide order, adjust transitions, use the "Ken Burns" effect and add music of my choice. It was simple and easy. Note that this was a slide show produced for private use only. One would need to find legal to use music somewhere if you're doing this for commercial use. I seem to recall that Scott Kelby mentioned one such place in his recent Lightroom books. An online search for such music ought to yield good results. Also wonder whether the school in question has some sort of licensing agreement for music used by its bands, chorus, dance teams, etc. Also, some schools produce collections of music performed by their bands and chorus. One such collection oughter be good for what you need.

Premiere elements also does a pretty good job, and has it's own library of royalty free music for slideshows. As stated above, it isn't popular music, but it is legal to use.
