Will Photoshop (or other software) work to remove the unwanted background in this image?

I almost deleted this image because of the unwanted capture of the other photographer in the background. But I like the image, because it captures the women arguing over some of the fresh catch just in from the boats at sunrise in a fishing village near Hoi An, Vietnam.

I have Lightroom for basic edits but don't think it has an erase tool? I have been considering getting Photoshop, but will this edit be too difficult based on the placement of the unwanted area? Thanks in advance!

Interesting, I focused on the girls and the boats in the background. If you didn't say anything, I would have not suspected the photographer squatting, which I had to zoom in to see. (I just looked past him, something there, but not part of the focal point of the image. I thought it was just another local.)

I can give a try but I think the clone tool in PS would fix it. I am at my daughter's with my I-pad.When I get home I will download it to my PC.

Agree, I didn't notice it at first glance, but I am interested in putting this image on metal at around 12x16, where it would likely be much more noticeable.

Sorry, I posted an earlier version; THIS is the latest and hopefully the better of the two.
In this version I got rid of a lot of the cloning circles that were visible in the previous posting.
