Can't Bookmark

I was trying to create a bookmark of a photoshop tutorial. On a W10 HP machine I sent to bookmark as I always do. I doesn't appear in the bookmarks. I sent a tutorial from a Win 8.1 machine to the W10 machine and tried to bookmark. No bookmark. The 8.1 has no problems. Whay won't W10 bookmark? Thanks.

I usually use control + D and a menu appears. Sometimes I cannot locate it afterwards and I find I put it in a different folder by accident. To resolve, I redo the bookmark and place in either the correct folder or the "Other Bookmarks" (General) and then drag it into the correct folder.I use Chrome but I know Firefox and am sure Explorer is same or similar.
