Help Needed With PP

So I got this shot in on an early foggy morn. Two things...in editing, why do I get these rings in the sky, and can someone with good PP/PS knowledge remove them for me? Liking my reflections in the tracks, but the sky not so much. TIA.

The rings in the sky are gradient banding. .jpg files don't handle gradients very well. Save your original as a .png file, and most of that goes away.

You Might also wish to bring up the resolution from 72 to about 300 that might help some.

One reason to shoot raw and when finished processing save as a 16bit image.

If am not mistaken this is a scanned photo, right. If so I have yet to see a scanner with a RAW option.

Hey, you made it back - good to hear from you. The first one was not all that good, but then I went in and worked on it a little more (can't really remember what I did since it was so long ago and I have worked on several images since then). Thank you.
