Help with ISO setting

I have my mode set on manual, ISO 200, but when I click the shutter button to take the pic, it changes it to 500 or 800. There is a flashing ISO-A at the top of my viewing screen and the little markings on the meter are flashing too. I have the exposure compensation set at -2. I'm trying to get ready to practice for tonight as soon as it gets dusk. Why is my ISO changing? I have a Nikon D3000 if that helps. Thanks.

Go into your shooting menu and select "ISO sensitivity setting", check to see if the "ISO sensitivity auto control" is OFF. It sounds like it might be on auto.
