A fine little Selenium cell meter (meaning no batteries required). If it's been kept boxed, or in it's clam shell case when out the the box, the Selenium cell is very likely still much alive.
I uses a Pilot for years in the Sixties. Reflective or Incident.
The successor was the Super Pilot with a CDS cell requiring batteries. Also good, but battery dependent.
I think I still have a Pilot around somewhere and it's been in it's case the whole life. This meter fits in your palm and is reliable and easy to read out. Until the Selenium dies down. And only then when exposed to light on a regular basis.
Somebody buy it before I do!
This was one of their lower / mid range meters, if I recall. Used a Gossen Luna Pro -- they are out there as well. A bit more, but top of the line. Hard to beat the price on the Pilot, though.

BEST LUNA PRO....
Gossen Luna Pro SBC. The SBC denoted the Silicon Blue Chip. Better than CDS both required battery. The SBC chip had a better range of EV than the CDS chip. They are available frequently on eBay.
