Glenn, You should look at Gimp (it's free) their website is http://www.gimp.org, Photoshop Elements 9 and it costs $110 or less if you shop around on the Internet, plus theirs others out there. Adobe's website is http://www.adobe.com/products/photoshop-elements.html. For training how to use Photoshop Elements, I would go to Lynda.com or do a search for free videos from YouTube.
