I don't believe they are. We get snowies here too and if they are that bothered, they would move on.
Wildlife photographers generally have long lenses and don't get that close anyway.
I would have to guess that any one familiar with shooting wildlife would know not to frighten the bird, otherwise you run the risk of scaring it off and blowing your chance of something truly amazing, or even just a decent shot.
