Why are they spreading them across the country. If they were apprehended in Texas, why not get an old decommissioned Navy ship (or any other cargo ship) and process them off the coastal water's in Texas in the Gulf; so that they can be transferred to other ships going to their home countries once processed. This would be far cheaper than the 2 billion the Pres is asking for.
