Bonuses are given for doing an exceptional job, not for doing your job or showing up to sit at a desk all day.
In corp. America production is measured and rewarded.
In government America, all departments are overfunded, therefor they have to spend it ( they call it bonuses ) or their budget gets reduced.
At the end of the year they want zero money left over on the books and demand that their budget get increased.
They will increase the dept.'s personnel, usually for no other reason than to increase their budget.
The VA is a perfect example.
Over staffed and produce substandard production.
They have 8 Dr.s, who in one week see as many patients as one regular Dr. sees in 1 day.
They are lawyered up ( and they don't come cheap ) to excess.

Your DVAMC in Phoenix is full of criminals AND is understaffed, both. My DVAMC (in Denver) is ALWAYS, for the last 45 years, understaffed and does us a good job, albeit, at times, slowly.
Your idea that "Corporate America" rewards with EARNED bonus rewards is about 60 - 70 years outta date. Look up CEO compensation of the Fortune 500 and get back to all of us with a "term paper" on that, huh?
If I held as much influence as, say, Warren Buffett, NOBODY would be getting $10 - $20 - $30 MILLION bonuses - especially until all of the legal shareholders are back to "even" from before the 9/11 attacks and the "Great Recession."
My wife and I have some very good stocks (for our retirement) that were in float in the mid-to-late 1990's at $35 - $65 per share - And I'll sell ALL of them to the first person that offers me $18/share (Careful now, that will cost you low 6 figures!). And the CEO's of a couple of the companies that issued those shares are being compensated in excess of $25 MILLION each year.

No argument on the federal criminal thing, but I will point out that Phoenix is leading the entire nation in DVAMC employees headed to the Federal Courthouse for trial.
And, yer preaching to the choir on people from outta state. Are you an Arizona native? 'Cause that would mean that we've got something in common - western natives. When I was a kid, Phoenix was a little place. And, my home town, Colorado Springs, now, 630,000 metro area, was about 25,000.
