Can Photoscape straighten a photo

I downloaded PhotoScape thinking it could straighten the horizon on a photo, but I can't find where it does that. Do you know if it does? If not what FREE photo editor software will. My budget is zero now, so it has to be free. I've tried FastStone Image View and Flex Photo DB and no luck. I had GIMP and was learning it and then my computer crashed. Now when I download Gimp all I get is that large part in the middle and no tools or anything else. Can you help??

For Faststone Image Viewer you can download the manual from http://www.faststone.org/FSIVTutorial.htm
On page 43 it tells you how you can straighten an image.
(You'll find the rotate window under Edit -> Rotate -> Straighten).

In Photoscape---Home--Resize--then choose rotate.
