1. open photo
2.duplicate photo (ctrl-J)
3. Right click-blending options-color dodge-O K
4. Invert image (ctrl-I)
5. Filter-blur-gaussian blur-adjust to suit
6. Adjustment-Hue/saturation-reduce saturation to zero
Now you are done or you can add textures to suit.

Hello, Maximillion, I use CS 5. Incidentally, the original photo was taken in Blue Hill Me.

Right now I only have PSE 10 but am going to see if I can work it out. That is funny about Blue Hill. I used to work in Bucksport and know a couple folks in Blue Hill. Thanks for sharing the info.
