First of all, neither of these two attached photos was taken by me. A friend of mine sent them to me in the hopes I could improve the quality of the first photo. Due to my limited capabilities in PP I have been unable to accomplish this.
The first photo is the one that he wishes to improve and is a photo of the Destroyer Cogswell in Tokyo Bay in 1945. His brother was serving on the ship at the time. He sent the second photo to show how he wanted Mt Fuji, in the background, to look in the first picture. He wishes the mountain to be more distinct.
Any help you magicians in here can furnish would be greatly appreciated by both me and my friend. I have uploaded the photos as he gave me. If anyone is curious and googles the USS Cogswell you will find the ship had an interesting war history. Thanks for your time and consideration.

The photo is pretty challenging. I was able to remove some dust and scratches and sharpen it a tad.

You definitely improved it, thanks. Do you think you, or anyone can somehow improve the mountain?

The mountains are featureless to begin so there is no bringing out any sort of detail or presence, IMO.
