I am not really sure what you mean here. DPP is a raw converter and editing program.
EOS Utility is a separate program in the same suite.
I cannot recall ever doing anything in DPP that caused EOS Utility to open.

When you plug your camera into your computer (with absolutely no programs already open) then EOS Utility will open up automatically so that you can initiate the download of your photographic files to your computer.
DPP has nothing to do with this process.

Yes, EOS Utility will open automatically when the camera is connected and turned on with some setups, but not all. It doesn't behave that way on my notebook. I have to open EOS Utility. DPP and EOS Utility are made to work as a team.

Open DPP
click on Tools in the menu bar
There you find a selection "Start EOS Utility Alt-O"

That is what I was referring to so I still believe DPP will open EOS Utility.

Yes you are right, it can be opened manually like that.
I wouldn't exactly call that "automagically" which is how you initially described it.

Thanks for all the info! I guess I'll start with DPP and go from there. Glad to know it is an acceptable program that others use successfully.

Its a good starting point. Its free and if it doesn't meet your needs or if you outgrow it you can always spend some money and get something else.

Learn PSE because eventually you will outgrow both but PSE continues to grow while the other one will not.
