Don't worry about it. It's not your eyes. It's physics. When the angles and conditions are right, you will see a big difference. Just make sure it's actually a polarizer you're playing with.
You notice I use the term "polarizer." Using CPL or CPF is likable to generate some disagreement as to what that piece of glass actually is - lens or filter. I try to avoid such controversial subjects as the terminoilgy for little pieces of glass (or plastic). :D

Remember to shoot at 90 degrees to the sun. If you don't see a change in the viewfinder, you won't see a change in the final image.
Wow. I never realised I knew so little about polarizers even though I've used them forever. thanks for pointing out this site.
