You need a good quality cable, then it is likely that you have to set up the USB tethering to transfer if you see the phone in explorer and still cannot transfer.

No device found it's likely bad cable. The cable should be lightning to USB-C not USB-C to USB-C like the one used for Iphone 15.

Don’t think you will be able to Airdrop to a Windows PC. I save to DropBox from Photos. You could also use Lightroom and sync to cloud.

Get a cable made by Apple, male USB-C to plug into the phone and female USB to plug into the PC. In Windows File Explorer, navigate to the iPhone device. Your photos will be in the DCIM folder. If this doesn’t work you may have faulty USB port device driver on your PC. A workaround is to get Drop Box or a similar app to transfer your photos from phone to PC. Windows One-Drive works well too. I find it easier to use than Drop Box.

I don't think the Iphone 14 has a USB-C port. It has a "Lightning" port. The Iphone 15 has USB-C port.

Check that your USB-C cable actually is not just a charging cable -- I found to my great annoyance that one I bought recently is designed only for charging - no wiring for any data transfer functions. And there is nothing on the cable saying that it is a charging only cable.

For the iPhone 14, you need a high speed USB-C to Lightning DATA cable for that connection (assuming the PC has a USB-C or Thunderbolt port). Do not even think about using a charge cable. (Yes, some USB-C cables are for charging ONLY.)

USB-C is a CONNECTOR, not a signal standard. USB-C can be used for at least a dozen different purposes. You need a data cable. Once you have that, others here have suggested accurate sources of instruction...
