Oddly enough there are 50 states and 50 different laws. However, this is the section of law in South Dakota:
40-34-1. Killing of dog lawful when disturbing domestic animals.
It shall be lawful for any person to kill any dog found chasing, worrying, injuring, or killing poultry or domestic animals except on the premises of the owners of said dog or dogs.
Source: SDC 1939, § 40.1312.
So apparently, you can kill a dog unless it's on the owners' property. It seems that Gov. Cruella in this case may have killed a dog on the owners' who is also her property but I don't have all the facts.
The law seems to be silent on killing a dog that you own on your own property.
In any case, I'm going to go forward believing that this heinous act, will not result in an arrest as it's South Dakota and not part of the civilized USA.

My thought was that she risks estranging herself from people in states/localities where it could be deemed cruelty to animals or other laws.
At the very least, many find it unacceptable whatever her justification.
