The question about all the lights is silly. For attention. Have you been driving around in any city lately, every idiot has lights all over their car winking and flashing, it is almost now to the point that you can't know what is an emergency vehicle and what is an idiot with too much money to spend on bling for his car/truck.

There are rules about the numbers, locations, and colors of lights on cars. It up to the police to decide if they want to enforce them. Did you ever notice that you cannot turn on your factory fog lights if you have your high beams on? That's because cars are limited to shining just four lights in the front, and high beams count as four - high and low. If I have my fog lights turned on, they turn off when I turn on the high beams.
