I looks blue because it's reflecting the sky from it's surface. The water in the river at St. Louis is always murky brown. A few miles above where I took the photo the Mississippi meets the Missouri and that's where the silt comes from. The link below is a Google maps satellite view of the confluence -- you can see the two rivers mixing and the muddier Missouri. From late Summer till Spring the Mississippi flows pretty clean above St. Louis.
