Well, I'll take an educated guess. It appears to be a white variation of the California White Dogface butterfly.
It is difficult to tell from the odd angle of view. Most have some degree of yellow.
This one appears to be somewhat weathered.
Hopefully one of other Lepidopterists will join in for help.

Great shot, Tim! I have lived here(NW Washington)most all of my life. From Olympia to Blaine and a great deal of that time on the Kitsap Peninsula. 52 years here, and I can say with confidence, I've never seen anything quite like this.
While I'm not versed in entomology, it would seem that I would recall seeing something so distinctive. However, I've got nothin'... Except to say I really love the image!
