Now that you've mentioned it, I got curious to. Found this on REDDIT.
Counterweights for the valve gear linkage, the part opposite the weight should be of similar mass so that the rotational force isn't off balance. Just to add, this is also why some are bigger than others. In the photo here the counterweight is bigger on the second wheel because that wheel has more things attached to it, so needs a bigger counterweight.
