Just now opened a raw file in photoshop, it opened in Camera Raw not PCR orACR. When I opened Adobe Creative Cloud it was listed as Camera Raw.

Yup, in the "All apps" list it's just "Camera Raw."

I have seen the ACR stand-alone update on rare occasions. I've installed it, really don't know what or where it installs, just does. It might be installing this piece in more than one program, again not sure. It might be there to fix a simple glitch and is easier to update than the whole program.

Actually Lightroom CC DOES use layers, but the LR UI just does not expose the layers to the users. And the new(er) versions the "Mask" section looks like layers to me. I am not real experienced with PS but finding the latest version s of LRC is helping me get more comfortable with it.
