It's definitely not a thermoelectric generator, which doesn't have blades. Sippyjug104 had it right. It's a fundamental principle of physics that heated air has more energy than cold air and heated air moves toward a cooler region. That air flow impacting on fan blades causes them to turn. Just like a windmill. The fan blades change the direction of the heated air impinging on the blades.
The first rule of nature I learned in a Heating and Air Conditioning School... "Hot goes to cold".
