If you want the work to look professional, you need a mat. Even a mat, glass, backing board and clips to hold it all together and hang will give you a minimalist but professional look, at low cost.

I use home depot PVC boards cut to 1/16 inch and for the exact interior space for my off size 13 x 19 size prints(12.75 x 18.75).
I noticed that Amazon currently has a dozen 8x10 black frames in “engineered wood” for $29.99. Search for: Picrit 8x10 Picture Frame Set of 12.

Ellen, the below image is a snapshot of the images I hung at my club’s exhibition this year. The images on the left and right used the minimalist frames I spoke of. Posting to show what those frames look like in use. BTW, I sold the one on the bottom left at the exhibition.

Yes that is not 8X10 but it is not something unique to digital.
Hi Architetct1776, 24x36 is a 2:3 ratio. It is similar to the frame size of a 35mm. I like to get prints and frames that match my photographs, not the other way round.
IKEA has a variety of sizes of very inexpensive frames. From a distance, they look very good. They are not museum quality. Prices vary, but less than $15 per, with mat and plexiglass. Worth looking at if on a budget.
Do you have a local framer that you could get a volume deal? Offer credits for their exposure.
Also check Amazon for Black Friday deals.
Google cheap frames and see what comes up.
I order plain white mats online. They usually come in packs of 10 or 20. Even Walmart has plain black frames

I would also add, that this is a nice opportunity for you, It is City Hall, a one person show, lots of people will see it, and there is the potential of other work coming from this.
My advice is to treat the opportunity with the respect it deserves and don't cut corners on the display.
Give thought to how many pictures you intend to show, weather or not they can be the same size. You want to pick a size that is large enough to engage people from a slight distance to "Draw them in". Try to pick a somewhat standard size (more and cheaper options for matting) If you go to galleries or museums you will not see any skinny 2 or 2 1/2" mats around pictures, think 3-4" for moderate sized prints. Use white museum board simple black metal frames (which are then re-useable / reconfigurable)
The more professional your display looks the more respect and Notice it will get.
The metal frames also lend themselves to various mounting systems, concealed hooks , wire, or Rod hangers (many display areas use these) If cost is an issue hang fewer Pix (better a dozen done well than 20 with an amateur look.
