I was wondering if anybody could recommend a bag or some other protective method that I could wear to protect a camera and extra lens while bicycling. TIA
I am guessing you are referring to a bicycle. I use a Cotton Carrier It is a chest harness that mounts the camera on the front of your body. They also have a thing called the lens bucket to put you lens in

With due respect, why guess? The OP DID state, while bicycling.

I have three bags I think would work well at least for the camera. Lens bags could be purchased and attached with straps to the camera bags if needed. I really like each of these bags and they serve me well to carry not only a camera but also extra batteries, extra SD cards and a charger. The bags are as follows:
Lowepro Toploader Pro70 AW
Tamrac Model 515
Case Logic SLR small padded camera bag
All three will easily hold my Sony RX10IV.
You might look into something like this to see if it would suit your needs.

I use a Topeak MRX Trunk bag on a rack on the back of my bike. It will hold my body (Nikon D500) and a Sigma 15-600 Cont. lens (disconnected from body). If you use the side panniers, you could fit a ton of gear. The main compartment is pretty well protected if you fall but the panniers are subject to impact.

What camera and lens(es)? Lots of options but some companies may have a bag more suited to your needs.
My personal preference: A backpack of some sort. Yes, you can't just whip out your camera at a moment's notice to grab that one-in-a-million shot, but the weight distribution over the back makes cycling easier (and more fun). There is a backpack (I have one, I just can't remember the maker) that also works as a "sling," so that one can simply move it into place without removing the straps and shoot directly from the pack). In fact, if you search for "camera sling backpack" you'll find a ton of possibilities.
I have tried 3 types but I always end up using my Think Tank Sling. It has the advantage of wrapping around your waist while riding so nothing hanging down your chest loosely bouncing about and when walking you can wear it as a one side shoulder sling for easy access. It holds extra batteries, etc. plus 2 lenses for my Sony A6000 series camera.
I use a bike to carry my gear...but I'd suggest a basket first.
My gear usually weighs perhaps 25lbs to 30lbs. all together in the kit bag.
I don't want that up high on my back...best to keep the weight down lower.
I purchased a Gator photo case...fairly square...fits a basket perfectly...opens from the top...easy access to everything. I use a net to lock it in place...but have found that even on rough terrain...no worries.

What he (she?) said. I also have a Think Tank large holster that fits my OM-1 with 150-400 attached. I added some clips to it that allow me to just clip it to the side rail of the topeak rack.

Pac Safe security bags. Especially riding through the streets of NY.

Depends a bit on what camera. I have a Nikon Coolpix P950 which fits nicely in a handlebar bag.

I just use a backpack with a camera and lens well padded (air bubble packaging seems to do a reasonable job - but I've not fallen off carrying them so can't confirm it's effectivness).
I do like the Topeak trunk bag, but I need to get thier special rack to fit. Not keen on bits of velcro securing it to my current rack.
But I'm toying with the idea of a hard shell (like a Peli case) bolted to the rack. But I've been 'toying' with the idea for a few years.
