No, the gas cap is clearly seen on the left beside the turn signal bulb. The right side has two steps for getting up into the rumble seat without stepping on the bodywork and paint.

Very nice set!!! The gas filler is below and slightly of the taillight, the fixture on the right side is a step for the Rumble seat I think 1940 was the first year two taillights were required, up to that time a second taillight was an option or installed aftermarket.

No cars had turn signals in 1935. I think they were introduced on the '39 Buick. I suspect those two low lights are aftermarket.
