Yup. Good guess. Green Lacewing eggs (or close relative). The larvae are voraciously predatory, and the stalks presumably keep the hatchlings safe until they are able to climb down (and defend themselves) - I've never seen this tested - an (un-)urban myth??? That makes sense. My milkweed has a ton of aphids so they would have a feast!

I feel pretty good right now. Years ago I submitted a photo of green lacewing eggs similar to yours. Of course then I had no idea what they were.
